The U.S. Supreme Court issued a ruling yesterday in Cooper v. Harris, an appeal from a three-judge panel ruling of the U.S. District Court for the Middle District of North Carolina. In an opinion written by Justice Elena Kagan, the court affirmed the judgment of the district court that North Carolina’s General Assembly used race as a predominant criterion when drawing the state’s 1st and 12th congressional district boundaries, in violation of the Equal Protection Clause and the Voting Rights Act.
